Orange County District Attorney David M. Hoovlerand Orange County Sheriff Paul Arteta Announce Insurance Fraud Arrests by Multi-Agency White Collar Crime Task Force

Florida Man and Maybrook Man Charged with Grand Larceny in the Third Degree and Related Charges

Orange County District Attorney David M. Hoovler and Orange County Sheriff Paul Arteta announced that Hunter Diaz, 26, of Port Richey Florida, and Bryan Dunn, 51, of Maybrook, werearrested by the multi-agency Orange County White Collar Crime Task Force and charged with Grand Larceny in the Third Degreeand Insurance Fraud in the Third Degree.  As the charges werenot bail eligible, both defendants were released with an appearance ticket to return to the Village of Maybrook court on a later date.

As alleged in charges filed in court, the defendants, acting individually and in concert with one another, wrongfully took in excess of $30,000 of workers’ compensation checks intended for Dunn’s mother who had previously died.

The multi-agency Task Force, which includes investigators from the Orange County District Attorney’s Office, the Orange County Sheriff’s Office, the New York State Department of Financial Services, the New York State Department of Taxation and Finance and several other local police agencies including the Town of Newburgh Police Department, the Village of Warwick Police Department, the Village of Goshen Police Department and the Town of Woodbury Police Department, was created in March 2023 to focus on enhancing the investigation and prosecution of public corruption and financial crimes.  The Task Force’s mandate includes the investigation of residential contractor fraud; crimes involving public integrity, public corruption, and ethics violations; embezzlement and other complex theft cases, crimes against revenue; wage theft and labor law violations.

District Attorney Hoovler thanked the members of the Task Force, together with the New York State Office of Inspector General for the investigation which led to the arrest of the defendants.

“The innocent victims of crimes like these are hard-working members of our community who ultimately foot the bill for rising insurance premiums,” said District Attorney David M. Hoovler. “Those who are legitimately unable to work because of injury are entitled benefit from Workers’ Compensation.  However, the manipulation of this benefit for personal gain cuts against the intent of the system.  The Task Force is uniquely qualified to conduct these complicated investigations and to root out crimes that might otherwise go undetected.”

“I am proud of the work our Joint White-Collar Crime Task Force has accomplished since its inception,” said Orange County Sheriff Paul Arteta. “They work on time-consuming cases that often get overlooked as civil matters. Insurance fraud is a crime that affects all of us. When these criminals continue to take money that does not belong to them, what is left for those who need and deserve it? We are determined to identify the criminals abusing the system and hold them accountable.”

The case is being prosecuted by Chief Trial Assistant District Attorney Richard Moran.

A criminal charge is merely an allegation by the police that a defendant has committed a violation of the criminal law, and it is not evidence of guilt. All defendants are presumed innocent and entitled to a fair trial, during which it will be the State of New York’s burden to prove guilt beyond a reasonable doubt.
