Hoovler Announces 15 Year Sentence in
Child Sex Crime Case
Defendant had Pleaded Guilty to Course of Sexual Conduct Against a Child in the Firs Degree

Orange County District Attorney David M. Hoovler announced that on Thursday, January 13, 2022, Kenneth Washington, age 49, of Jamestown, was sentenced by Orange County Court Judge Craig Stephen Brown to fifteen years in state prison, and ten years post-release supervision, in connection with having committed repeated acts of sexual conduct with a child.
On October 22, 2021, Washington pleaded guilty to a Superior Court Information which charged him with the crime of Course of Sexual Conduct against a Child in the First Degree. At the time that Washington pleaded guilty, he admitted that between December 2015 and December 2017, he engaged in two or more acts of sexual conduct with a child who was less than thirteen years old. Pleading guilty to a Superior Court Information is a legal mechanism which enables a defendant to be prosecuted on felony charges in County Court, without having first presented to a grand jury. When a case proceeds by Superior Court Information, witnesses, including child-victims do not have to testify before the grand jury.
District Attorney Hoovler thanked the City of Port Jervis Police Department for their investigation and arrest of Washington, as well as the City of Jamestown Police Department and the Orange County Child Advocacy Center who assisted in the investigation.
On April 23, 2021, the Orange County Child Advocacy Center opened. Child advocacy centers bring child protective services, law enforcement, medical providers, advocacy, and therapeutic resources together when allegations of child abuse or maltreatment are made to make the investigation process less traumatic for children.
“Children are the most innocent of victims and the community will be safer during the fifteen years that this defendant is in prison,” said District Attorney David Hoovler. “I am thankful that this disposition spared the victim the trauma of testifying. My Office will continue to work with all our law enforcement partners, and Orange County Child Advocacy Center, in protecting children and will continue to seek severe punishment for all who commit violent crimes against defenseless children.”
