DA David M. Hoovler Announces that Senior Orange County Assistant District Attorneys Attended “Procedural Justice” Police Training

Senior Assistant District Attorneys attend Procedural Justice police training conducted by the Orange County Police Chiefs Association, and taught by high ranking members of the City of Middletown Police Department, to better understand how police are being trained to enhance the public’s view of police and encourage a willingness to obey the law.

Orange County District Attorney David M. Hoovler announced that on Tuesday, July 14, 2020, fifteen of the highest-ranking prosecutors in the Orange County District Attorney’s Office attended “Procedural Justice” police training conducted by the Orange County Police Chiefs Association. The training, which was from a curriculum developed by the New York State Division of Criminal Justice Services “DCJS,” was taught by high ranking members of the City of Middletown Police Department, who are certified as DCJS Police Trainers. District Attorney David M. Hoovler had his senior staff attend the training to better understand how police are being trained to enhance the public’s view of police and encourage a willingness to obey the law.

Procedural Justice focuses on the way police interact with the public and how these interactions influence crime rates, the public’s view of police and willingness to obey the law. Evidence shows that practicing procedural justice can have a significant impact on compliance, cooperation, public safety and police officer safety.

In addition to the fifteen executive and senior level assistant district attorneys, the training was attended by approximately nineteen police officers from various police agencies within Orange County. The training was conducted in the chambers of the Orange County Legislature so that social distancing could be maintained.

District Attorney Hoovler thanked the Orange County Police Chief’s Association for conducting the training, the City of Middletown Police Department for allowing three of their high-ranking officers who are DCJS certified police trainers to teach the class, and the Orange County Legislature for the use of their chamber to conduct the training sessions. Additional training sessions on procedural justice and diversity, inclusion and elimination of bias are being planned for Orange County assistant district attorneys.

“Now, more than ever, it is important that police and prosecutors not only enforce laws to keep the public safe, but also work in a manner that gives the public confidence that laws are being enforced fairly and equitably across all segments of our community,” said District Attorney Hoovler. “I am grateful that our law enforcement partners in Orange County recognize the importance of not only performing their jobs efficiently but are also training their police officers on the importance of treating everyone that they come into contact with respectfully. Building and maintaining community support is vital for police and prosecutors to be able to continue performing their essential and legitimate functions.”
